In today's day and age, the question is no longer whether it's necessary to have a site, but rather how elaborate a site should a small business have. If you are a small business owner, then you need to think about your website as an extension of your business and therefore the personality of your business. If you keep that in mind when working with a designer (and yes you should be working with a designer) then the end product will be a better reflection of your own personality and will attract the kind of clients you attract. Lets say you own a small bed and breakfast that caters to mostly middle aged couples. Your demographic is looking for a "homey" feel with a personalized touch of service that you pride yourself in providing. Instead of a site that conveys a feeling of character, your site looks like it was made for a boutique hotel in midtown Manhattan. You're likely to attract the type of guests that have an unrealistic expectation before they've even given you a chance. They are disappointed with your place as soon as they arrived and they just aren't leaving happy, no matter what you do. Your virtual image set the wrong expectation and ultimately ended in a situation where neither you nor your guest are happy. Worst yet they may even leave a bad review on Trip Advisor or Yelp! and all of a sudden you've got some 'splanin' to do. It's a disaster and all because you picked the cheapest or the snazziest template or maybe one from your providers thousands of options!
